Roads and Transportation

Overview

The Transportation Division is responsible for the planning, design, maintenance, and repair of the County’s roadway system, as well as, special districts, signalization, and bikeway projects. The division is also responsible for transportation planning, traffic engineering, bridges, encroachments, utility coordination, and the maintenance and operation of the County’s 600-mile road network including various drainage facilities throughout the county. In addition, the division is responsible for the County’s surveyor, mapping services, and development review. This division is divided into four organizational units: Traffic, Surveyor and Development Review; Road Design Engineering; Road Operations Engineering and Encroachments; and Road and Drainage Maintenance.

Improvements

SB-1

In April 2017, the State passed Senate Bill 1 (SB1), also known as the Road Maintenance and Rehabilitation Act (RMRA), which is providing a much needed new funding source for County roads. Due to the extreme amount of storm damage our county roads received in the winter 2016/2017 this new funding is currently being used as a local match to state and federal disaster relief funding for roadway storm damage repair sites. Once we have repaired our roads from storm damage the SB1 funding will likely be used to supplement resurfacing and other road projects, however, we don’t anticipate being able to use the SB1 funds for resurfacing until 2022 or later. Measure D

In November 2016, Santa Cruz County voters passed Measure D, a one-half cent sales tax that funds transportation projects for a 30 year period. Smaller neighborhood and local access roads are our current priority for use of Measure D funds, our long term goal is to eventually resurface all rural/local roads. Design

The Road Design section of the Transportation Division is responsible for design work of various County transportation capital improvement projects, as well as storm damage road repair projects and bridge rehabilitation projects. A staff of five engineers and technicians are responsible for preparing plans and specifications for construction projects as well as providing input in updating the annual Capital Improvement Program. The section is also responsible for various state and federal grant requests for roadway rehabilitation and reconstruction projects.
